Abstract

This Course, entitled: "European Union and Mediterranean: I. Legal Aspects" is addressing a comprehensive review of these aspects, starting with the present situation and the last then years evolution and then focusing on the possibilities that the new Lisbon Treaty offers in two main areas: the foreing affairs and security policy and the asylum and immigration policy.

Course Objectives


- To provide an overview of legal aspects of relations developed between the European Union and the southern and eastern countries of the Mediterranean.
- To stress the need to improve the existing legal instruments and to clarify their role and very confusing operation.
- To explain the new possibilities introduced by the Lisbon Treaty in the EU forein and cooperation action.
- To explain also the possible incidence of the Lisbon Treaty in the asylum and immigration areas, crucial to Euro-Mediterranean relations.
 

Programmatic Contents


Since the starting of the Barcelona Process a lot of changes and some initiatives have affected the euro-mediterranean relations and their legal aspects. A comprehensive overview is necessary in the moment when the coming French Presidency of the Union tries to put the subject on the table, and the other member countries have used EU legal instruments to include that initiative in the framework of the Union's foreing and cooperation policy. The possibilities of this framework must therefore be analysed.
